contentdetail_view_template('this') - is that how i would pass "this" or do i take of the single qoutes around this ?

I have a pretty poorly formed xml document (pasted at http://pastebin.com/d1a93353c). Is there a way that I can some how get all the "data" elements below each "header" elements into some type of child/parent relationship? I basically need to iterate
this document (using E4X) and create a better formed version of this document
