USE flags control what options programs are compiled with. the flags you set in your make.conf though are second on the priority list. there is a master list that overrides your settings if need be
for example, if you have the -kde flag in your make.conf and attempt to install k3b its going to install kde despite your flag

ALSA and OSS are part of the kernel, not gentoo, so it technically comes with both
Gentoo doesn't come with anything. But the alsa-driver package does contain support for oss and alsa, although you really should use the kernel modules instead
GentooUser, each package has a list of use flags that effect it. if you have -gtk and a package can build without it, it will. but if a package can only install with gtk, then it will compile with it. same for xorg. like xterm. doenst make sense to build an x app without x.

I use the bcm43xx kernel driver, but it doesn't work with WEP, so I uncompile it and then use the ndiswrapper
now my ndiswrapper doesn't work with WPA2
